Revisiting the European Universal Service Obligation 1st European Postal Regulation Forum

This first European Postal Regulation Forum focuses on the Postal Universal Service Obligation (USO). It will discuss the fully liberalisation of 2011 in most European countries, address the associated problems with USO and potential developments.
Therefore following questions will be addressed:

• How appropriate is the current definition of the Postal USO today, considering the changing communication behaviour of the European citizens?

• How should a modern Communication USO be defined?

• What are the financial implications of such a modernized USO definition? In particular for the historical postal operators in the member countries?

Following the usual format of the Florence School of Regulation, the Forum aims to bring together stakeholders, like postal operators and national regulators, to take stock of the present situation and discuss the future steps in the informal environment provided by the European University Institute. The day will be opened, closed, and moderated by Matthias Finger with the aim of fostering open discussion and exchange among all participants.
