FSR ANNUAL CONFERENCE, 2010 EDITION: "Incentive Regulation of Utiilties: 25 Years Down the Line" Florence, 6th May 2010
It is now 25 years since incentive-based regulation (IBR) was first introduced in the utilities sectors. In this period IBR has come to represent the most widely used regulatory approach for network monopolies. This year the Annual Conference will assess the experience gained in the electricity and gas sectors over the last 20 years in the implementation of various forms of IBR (price and revenue caps, yardstick competition, profit sharing). This assessment will aim at identifying the main achievements to the benefit of consumers and which aspects of IBR should be improved. The Annual Conference will also consider whether IBR still remains the most appropriate regulatory approach, what aspects should be enhanced, in which other parts of the energy sector can still be applied or whether it is instead time to look for other paradigms.
