Energy Efficiency Actions Related to the Rollout of Smart Meters for Smart Consumers \ 2010
By Luis Olmos, Sophia Rüster, Siok Jen Liong and Jean-Michel Glachant
Analysis funded by the Austrian energy regulator E-Control on the "Energy Efficiency Actions Related to the Rollout of Smart Meters for Small Consumers". The massive instalation of smart meters in households is being considered in most electricity systems. They provide the opportunity of increasing the degree of involvement of power producers and consumers in the functioning of these systems. This study discusses and quantifies some of the major benefits that Austrian consumers may obatin from the implementation of smart metering.

Smart Cities Initiative: How to Foster a Quick Transition Towards Local Sustainable Energy Systems \ 2010
By Leonardo Meeus, Erik Delarue, Isabel Azevedo, Jean-Michel Glachant, Vitor Leal and Eduardo de Oliveira Fernandes
Study with the support of the European Commission on “smart cities”. City authorities can slow down the transition towards a low carbon future because they often lack the expertise and resources needed to manage this transition in the urban environment. This study discusses how regulatory instruments can be used to incentivize city authorities to accelerate rather than to slow down the ongoing transition.

Smart Regulation for Smart Grids \ 2010
By Leonardo Meeus, Marcelo Saguan, Jean-Michel Glachant and Ronnie Belmans
Study with the support of the Italian energy company Enel on “smart regulation for smart grids”. Grid companies under conventional regulatory frameworks have disincentives to innovate, while grid innovation is needed to support the ongoing transition towards a decarbonized electricity system. This study suggests how smart grid regulation can be used to achieve this.

A Study on the Inter-TSO Compensation Mechanism \ 2005
By Florence School of Regulation
The Report focuses on the methodological approach to inter-TSO compensation (ITC). It also contains a numerical exemplification of the proposed methodology. The methodological assessment covers both the evaluation and the allocation of network costs. Different approaches for each of these aspects are considered and assessed with respect to a set of specific criteria. The assessment is designed to generate solutions for the longer-term mechanism which should replace the temporary mechanism which has been in operation since March 2002 among the majority of ETSO members in continental Europe (the ETSO mechanism).
