  • Announcement of the creation of the International Confederation of Energy Regulators (ICER)

    You can read below the World Forum Press Release which issued the 19th october entitled "Energy Regulators go global in establishing the International Confederation of Energy Regulators (ICER)".
    Today, at the fourth World Forum on Energy Regulation WFER IV) in Athens, energy regulators worldwide launched the International Confederation of Energy Regulators ICER).
    ICER brings together 11 regional associations of regulators, representing more than 200 regulatory authorities and spanning 6 continents.
    The first ICER Chair is Lord Mogg, President of the Council of European Energy Regulators (CEER), will attend as an Observer the United Nations Framework Convention on Climate Change (UNFCCC) in Copenhagen in December 2009 and will highlight the energy regulators’ role.

    ICER will establish 4 virtual working groups on the four themes of WFER IV:
    Theme 1 - reliability and security of supply;
    Theme 2 - the role of regulators in responding to climate change;
    Theme 3 - competitiveness and affordability;
    Theme 4 - the independence, powers, responsibilities, best practices and training of regulators.

    ICER and its four virtual working groups will be supported by IREN, a web platform for the exchange of information that was launched at WFER III in 2006. The International Energy Regulation Network (IERN) website already contains information on more than 300 energy regulatory associations worldwide and is managed by the Florence School of Regulation in Florence, Italy in close cooperation with CEER.
    As LdP chair, we would like to underline that it is a major event, it covers all existing energy regulators from the US and Brasil to Russia, India. Middle East and Africa, Europe and Australia to cover energy security of supply, climate change, as well as energy affordability for all billions of human beings.

    Well and Florence there?
    The web site, the internet and human platform supporting the new Confederation and its 4 working groups will be located for 3 years at Florence School and operated by us at Florence School (under our IERN hat).
    We have to roll our sleeves to serve our ideal: a fair and effective international climate and energy policy!
